Blank ID signatures

I am trying to use TCGA WES ID profiles as calculated using SigProfiler, and reported in #!Synapse:syn11804040. Looking at "TCGA_WES_sigProfiler_ID_signatures_in_samples" file, just 426 tumors have been shown with ID signatures, as opposed to 9493 tumors with SBS signatures. Can I assume that the remaining ~9000 samples have been tested using SigProfiler with no resultant ID signatures?
