Is the new limit 3 submissions per calendar week (presumably Sunday -Saturday), or per any 7 consecutive days?

The new limit is 3 submissions every 7 days from 5PM PT Thursday to 5PM Thursday of next week. Example:
July 16th, 5PM PT -> July 23rd 5PM PT.
