the "Important Dates" on http://braintumorsegmentation.org/ show two paper submission deadlines. The first one is on the 20th of August and the second one on the 12th of December. Is it possible to submit a paper due to the second deadline only, skipping the first paper submission on 20th of August?
This would be much appreciated since papers written in such a short frame of time with some validation results still missing would not be of the quality they could be.

Unfortunately, no, it is a requirement to continue on to the final submission phase to submit a short paper on the first deadline. We'll be announcing a small deadline extension to August 23 at 10am Eastern Time, so that should give you a few more days to complete your paper.
