Access to controlled access data for Polish researchers

Hello, I have read the instructions for CommonMind data access and I have checked briefly the data access conditions at NRGR. Before I start preparing any application to NRGR I would like to ask if it is at all possible to access the Controlled Access type data for Polish researchers. Are there any international legal restrictions? Thank you, Magda
