READ access to the leaderboard

I was trying to view the leaderboard without having submitted anything. I got this error "Sorry, you do not have sufficient privileges for access. You lack READ access to the requested entity." How do I get "READ access" to the leaderboard? Do I have to submit anything to see the leaderboard?
