Hi, I am at Ohio State University and I am running into a wall getting a Data Use Certificate. From our contracts officer at OSU, "OSU is unable to sign this Data Use Certificate because we are an entity of the State of Ohio subject to certain state law restrictions which prevent us from agreeing to terms such as indemnification and binding arbitration." By reaching out to contacts at state institutions in other US states, we have found that we are not the only ones facing this problem. Has anyone found a solution to this impasse?
