Are we allowed to do 2 submissions per sub challenge or the limit for 2 is for all sub challenges?

For leaderboard rounds each team has a quota of 2 submissions. That means 2 submissions for subchallenge question 1 and 2 for subchallenge question 2. (If a team submits for question 1 but not question 2 the team does not get a quota of 4). Teams are only allowed 1 submission each in the validation round for questions 1 and 2.
Question 3 is very different due to smaller sample size. It has no leader board rounds but hast 3 validation round each with one submission in each.
